Joshua 21:21
Verse 21. - To be a refuge for the slayer (see above ver. 13). This order is observed in every case but one, which is explained in the note on ver. 36.

21:9-42 By mixing the Levites with the other tribes, they were made to see that the eyes of all Israel were upon them, and therefore it was their concern to walk so that their ministry might not be blamed. Every tribe had its share of Levites' cities. Thus did God graciously provide for keeping up religion among them, and that they might have the word in all parts of the land. Yet, blessed be God, we have the gospel more diffused amongst us.For they gave them Shechem, with her suburbs, in Mount Ephraim,.... Of which see Joshua 20:7,

to be a city of refuge for the slayer; which being on a mountain, was the more conspicuous, and the fitter for this purpose, as was Hebron in the hill country of Judea, Joshua 21:11; this is the second; city of refuge mentioned:

and Gezer with her suburbs: a place from whence the Canaanites were not expelled; See Gill on Joshua 16:10.
